Ten no Amijima (小夜時雨天網島).  While the right character is not entirely clear, I believe it is Onoe
Kikugorô V (尾上菊五郎) as Oda Nobunaga (織田信長) in Shinchôki Atago Renga (信長記愛宕連歌).

Note: This appears to be a version of a Kuramayama play such as Kuramayama no Danmari (鞍馬山のだんまり), possibly combined with portions of
Kiichi Hôgen Sanryaku no Maki (鬼一法眼三略巻).  Yaozô VII, Uzaemon XV, and Utaemon V later performed these roles at the Kabuki-za in Toyko in
November 1912  in a production of Kikubatake (菊畑), Act III, Scene 2 of Kiichi Hôgen Sanryaku no Maki.  The role of Chienai/Kisanta was played by
Ichikawa Danshirô II (市川段四郎) in that production.  It is possible that this print depicts a performance outside of Tokyo or that it is a mitate-e.

Note: Kichiemon I first played the role of Ichijô Ôkurakyô
in this play in Tokyo at the Asakusa-za in April 1898. 
Although Kichiemon I's final Tokyo appearance in this role
was in June 1953, it is possible that Gakô based this print
on one of Kichiemon I's prior performances.

Note:  The inscription on the print says
“牛若丸の橋弁慶” but I can find no evidence that
Hanshirô played Ushiwakamaru in any post-war
production of Hashi Benki during Shunsen’s
 lifetime.  I can only assume that Shunsen is refer-
ring to the scene of Benkei on the bridge in Act V
of Kiichi Hôgen Sanryaku no Maki and not to the
play by that title.
